REPRESENTATIVE  JUSTIN  RUFFRIDGE, SPONSOR,  introduced  the                                                                    
legislation. He explained  that the bill was  the exact copy                                                                    
of  SB 94.  He stated  that it  was important  to align  the                                                                    
statutes and  regulations with federal  laws related  to the                                                                    
Drug Chain  and Securities Supply  Act, which would  go into                                                                    
effect on  November 7, 2023.  He stated that the  intent was                                                                    
to  secure  the  drug  chain  for  the  maintenance  of  the                                                                    
security of medications.  He noted that there  were a number                                                                    
of  other issues  within the  bill, as  it was  a multi-year                                                                    
effort to draft the legislation  to align the regulations to                                                                    
the modern pharmacy practices.

Co-Chair  Olson  recalled a  staffer  who  died from  a  bee                                                                    
sting, because  there was  not immediate  access to  an epi-                                                                    
pen.                                                                                                                            
                                                                                                                                
Senator Kiehl wondered whether the  bill matched the current                                                                    
changes in the Senate version of the bill.                                                                                      
                                                                                                                                
Representative Ruffridge replied in the affirmative.                                                                            
                                                                                                                                
KEN  ALPER,  STAFF,  SENATOR  DONNY  OLSON,  reiterated  the                                                                    
history of  the legislation  within the committee.  He noted                                                                    
that the  fiscal note had  a small general fund  amount, but                                                                    
was dependent on the final budget process.                                                                                      
                                                                                                                                
Co-Chair Olson  wondered how the  bill would make  the state                                                                    
incompliance with the current federal requirements.                                                                             
                                                                                                                                
Representative  Ruffridge  replied   that  the  Drug  Chain,                                                                    
Security, and  Supply Act  was passed  in 2013  into federal                                                                    
law. The  act gave states  ten years to get  into compliance                                                                    
with that law. He noted  that it was sweeping legislation in                                                                    
regards to  how drug products  were sent to  wholesalers and                                                                    
how  those drugs  were delivered  to  pharmacies. He  stated                                                                    
that the  bill required additional oversight  to ensure that                                                                    
those regulations were met.

committee  with  individual   recommendations  and  attached                                                                    
fiscal  impact note.  There being  NO OBJECTION,  it was  so
